December 1965 saw the initial announcement of the mall. The mall's "Phase One" construction, with anchor stores Meyers-Arnold (63,000 sq ft) and Ivey's (60,000 sq ft) and 245,000 sq ft of interior space, began in June 1967 with an opening date of early 1968. At this time, "Phase Two" was also announced; by 1970, it would consist of a theater, a third anchor, and a "convenience center" with a combined 600,000 square feet of area. Meyers-Arnold and Ivey opened on February 15, 1968, and the mall's completion was scheduled for March 18 for an opening on March 25. Most of the tenants had already been revealed by this point, including junior anchors S. H. Kress & Co. and Walgreens Drug.
Ivey's and Meyers-Arnold were the mall's flagship businesses when it first opened in 1968. In 1974, a Belk-Simpson department store was erected, boosting the mall's total leasable area to over 500,000 square feet (46,000 m2). Out parcels included a Winn-Dixie grocery store, a theater, and a bank branch.
