In 1964, Harold Campbell built the first structures on the mall land. In 1967, George's IGA Foodliner opened, and Hess's was erected there in 1971. In 1973, Westgate Mall was constructed. A three-alarm fire at the Westgate Mall on February 12, 1977, resulted in the destruction of 18 businesses and the injury of numerous firemen.
